Use new infrautils.ready service

There's a new feature in ODL that allows us to better track when OpenDaylight is up. Should use figure out where we can use it and do so. At least in tests that watch for ODL to come up, but those tests are likely in at least Builder and puppet-opendaylight Beaker. Maybe elsewhere.
