Create scratch pkg repos

    Description

      We currently don't have a good way to create really "scratch" packages, as our devel repos get consumed in CD pipelines. We can build throw-away packages in the sandbox, but we have to add any tests to the same build job as we can't archive them from the sandbox (and wouldn't want to put them in CD stream anyway).

      Should create repos like:

      https://nexus.opendaylight.org/content/repositories/opendaylight-fluorine-epel-7-x86_64-scratch

      TODO: Better name than "scratch"?
