Providing java options overrides any default options (max heap size, etc)

We want to provide users with a way to add additional java options, but we also need to include the defaults set by karaf for garabage collection, memory usage, etc.  Therefore rather than setting JAVA_OPTS, we should set EXTRA_JAVA_OPTS.
