Deprecate CBS testing repos

    Description

      We used to use the CentOS Community Build System <release>-testing repos fairly extensively. However, we now have fully automated CD pipelines that we recommend instead of the human-curated CBS -testing repos. Remove docs/references/example config using CBS -testing repos, replace with CD Nexus devel repos where appropriate.
