Beaker upgrade 3 to 4

Puppet beaker test are failing before starting. Same happens locally. Seems to affect both oxygen and master. Doesn't seem to be related to a recent change.

Update: Seems to be related to Beaker 3 to 4 upgrade. I think we are seeing at least these two errors:
