Move puppet-openlight from Puppet 4.x to 6.x

    Description

      As part of puppet-opendaylight's integrations into other projects like TripleO, we need to support more recent versions of Puppet. We are currently pinned on 4.x. Move to 5.x, then 6.x (latest).
