Sandbox: First manually created issue

First issue not from automatic Bugzilla import. Int/Pack used Trello with the other Integration projects, so we didn't have many Bugzilla bugs to automatically transfer and will need to manually add our Trello cards.

This issue marks the tart of intentionally-added issues and can be used as a sandbox for learning about Jira.
