Trigger build-packer-* jobs to run on result of build-[rpm,deb]-* jobs

    Description

      Trigger Packer builds (container, libvirt, VBox) to consume the output of package builds (RPM/deb direct and latest-snap). Maybe only trigger Packer builds of packages pass some set of tests, or if a package is promoted to a "recommended release" repo after passing some tests. After the Packer builds, trigger test jobs to verify the resulting artifacts.
