Monitor inbound and outbound network throughput

There are scale bugs and functional bugs which happen under stress.
For example, in Controller cluster tests we see akka messages being processed slowly, but it is not clear what the reason is.

When we have network monitoring, we can distinguish infrastructure instability from ODL just encountering big messages.
