controller's move to MRI breaks netconf clustering CSIT

the netconf clustering CSIT is failing now that controller has moved to MRI. It's trying to
download the clustering-it-model from somewhere like this but it is no longer built that way.

We'll have to write the logic to get the proper version from the release repo, like
this.
