Adopt Robotidy pre-commit hook

Built-in Robot Framework Tidy tool has been deprecated, and pre-commit Robot Framework Tidy wrapper has not been updated for more than 2 years:

The built-in Tidy tool ('robot.tidy') has been deprecated in favor of the new and enhanced external Robotidy tool.

Replace the pre-commit hook with Robotidy as recommended.

Robotidy enforces stricter formatting incompatible with Robotframework Tidy tool and pretty much all the Robotframework files need to be updated.
