Fix netconf-impl component

    Description

      We are getting error when running tests:

      Component "netconf": searching for "netconf-impl" found no version, cannot locate test tool.

      In fact, netconf-impl does not exist any more. Replace it by netconf-server as its stated in NETCONF-945.
