Change "actions" from testing xmls

For openflowplugin project need to be changed following action from testing xmls in integrations tests on odl jenkins.

flood-action
flood-all-action
hw-path-action
loopback-action
set-dl-type-action
set-next-hop-action
set-vlan-cfi
sw-path-action

We are changing the deserializers. Those actions are not in openflow specification and deserializers does not exists, so we ran into problems.

Please do change them for "drop-action" or something else.
