tempest no longer brings in os-testr by default

    Description

      this change has made it so that when tempest is installed we will not automatically get
      os-testr installed. because of that, this line in our robot CSIT

      this affects our tempest.api.network bucket of tests which we rely on for detecting
      any major breakages.
