get jstack dumps when nodes fail to start

for example, the sporadic failure where our robot failure reports a node has
failed to get syncstatus=true in 5m, we could just do a jstack dump on all
the nodes and have that info in our logs.

Need to figure out the right keywords/test-cases to put this first, and even
before that, we need to finish CONTROLLER-1846
