error information not enough and stateTag still increase if receive such error

if min or mbs is oversized (reach the limit), when create another contentInstance, rerun RPC error(500), does not contain more error message(so the customer does not know where goes wrong), and the stateTag will still be incremented. If return error, the stateTag should not be incremented.
