Mqtt duplicate message handling is missing

When benchmarking using Mqtt protocol Iotdm returns error messages "Resource already exists:". This occurs because onem2m uses quality of service 1, which means the same request message can be received by Iotdm multiple times. The core doesn't handle this in any way.
