Change of config fails if a ZMQ operation has failed previously

If a ZMQ operation has failed previously and the underlying ZMQ stack is awaiting a REQ/REP, a change to the overall config for this peer (for example, changing the peer ip address) is not executed despite ODL reporting the config operation as successful and ODL config data store containing the new information.
