xTR-ID/site-ID from Map-Registers is not echoed in Map-Notifies

      When a Map-Register containing xTR-ID/site-ID fields is processed in MapServer, the resulting Map-Notify will not have the fields presents, the xTR-ID-present bit is ignored when building the Map-Notify.
