Newly added mapping is removed when it has the same EID prefix as the old one

In MapServer#handleMapRegister() a new registration checks if an existing registration exists for the registered prefix or less specifics, then adds the mapping. If the old mapping is negative, it removes it. However, if the prefix is the same, it is the newly registered mapping that is actually removed.
