When the odl-lispflowmapping-southbound Karaf feature is loaded without the rest of the lispflowmapping features (except dependency odl-lispflowmapping-mappingservice, which is loaded automatically) Map-Requests on the southbound don't receive a reply. If odl-lispflowmapping-northbound is loaded afterwards (which shouldn't affect southbound features), Map-Requests start receiving (negative) replies.
