Southbound registration of prefixes with Instance ID fails

Steps to reproduce:

1. Start registering a prefix with instance ID
2. The logs show that authentication fails because the key cannot be retrieved
3. Add key from the northbound
4. The logs don't mention failure retrieving the key, but authentication still fails
