      All the following EID are in Instance ID 2. Northbound has a drop policy for 192.0.3.0/24, and the correct RLOC for source/dest 192.0.2.0/24->192.0.3.0/24. xTR sends Map-Request with Source-EID 192.0.2.1 for 192.0.3.1/32 (verified in Wireshark), and reply is the drop policy, so the source/dest entry is not matched.
