Add MD-SAL Example with mounting RPC calls, and intercepting Data Reads

We would like to create an MD-SAL based example where we demonstrate how to register a handler to intercept RPC calls, and data reads (and possible rights) essentially illustraiting how someone might write a third-part plugin to translate to/from a third party protocol to northbound restconf / yang etc.
