Unify RestconfDocumentException with YANGException

      This is continuation of unifying error-reporting thru the system.
      YANGException introduced concepts similar as RestconfDocumentedException
      which could be used at lower-layers to report error up to the restconf
      without falling back to cryptic java exceptions, which are not easily understandable for users.
