ietf-network-topology.yang isn't being built

ODL master has a directory ietf-network under "mdsal/model/ietf". The POM there is building ietf-network.yang but isn't building ietf-network-topology.yang (which is also in the src/main/yang subdirectory).

is it possible to change the POM to build them both, or to split ietf-network-topology off into a separate directory (in which case it'll need a dependency on ietf-network of course).

we need this for TransportPCE
