Karaf swgger URL no longer accessible via ODL

The swagger page for testing the Karaf Restconf APIs is no loner accessable.

Specification are described in:

URL which stopped working is:

http://localhost:8181/apidoc/explorer/index.html

Given that the API generation is automatic and given the huge value of providing ODL customers with a swagger page for all the APIs there is real value in enabling this URL again.

Also to consider is a CI for ensuring this continuing to work after fixed (was there such a CI test?)
