Add PhysAddress/MacAddress-to-byte[] IetfYangTypes utility

Downstreams (Genius) specifically are interested in efficient transformation of PhysAddress to byte[]. We do not provide this utility, although we provide these facilities for Ipv4/Ipv6Address.

Create efficient utility methods, so that downstreams do not have to brew their own.
