odl-mdsal-lowlevel-control not available in aluminium

While digging through controller CSIT to see the status of our Aluminium
branch, I noticed a job failing because odl-mdsal-lowlevel-control does not
seem available

karaf.log

this test is actually passing in magnesium, but I think the robot logs created are so
large that robot itself is heap dumping so the job ends up looking like an abort.
