Expose implemented version from yanglib implementation

RESTCONF implementation is required to provide the revision of YANG library implemented by the server, as per RFC8040 section 3.3.3.

Since we are already providing YANG-library specific components, expose this revision from the implementation, so that we can have one centralized implementation.
