Provide strongly encapsulated JPMS modules of MD-SAL artifacts

Most of our artifacts are providing Automatic-Module-Name. With YANG Tools providing more explicit modules, we should follow suite, so we get proper encapsulation and downstreams can use us with jlink and similar technologies.
