Adoption of odlparent-9 is showing rather annoying dependency mistakes around API overlap. Make sure we fix them, so that users are presented with a crisp API surface.

This is notably true for:

• mdsal-common-util, which is an empty artifact
• mdsal-binding-api, which waywardly imports yang-data-api

but there are other offenders in the binding-dom-{codec,adapter} artifacts.
