Upgrade iana-if-type to 2021-06-21

    Description

      We are currently packaging two versions of iana-if-type, one based on RFC7223 and the other one based on RFC8343. We have not updated them for a long time. Unify packaging to be based on RFC8343 and update the model to 2021-06-21.
