Add AOT version of mdsal-binding-codec

mdsal-binding-codec provides a lazy-initialized codec suitable for classic Java runtime impementations. Add an AOT component, which will generate the bytecode for all observed YANG models at link-time – so that we can present all generated classes to the AOT linking environment.
