DOMDataTreeCommitCohort does not expose EffectiveModelContext

DOMDataTreeCommitCohort is still exposing SchemaContext instead of EffectiveModelContext. This means implementors have to use unsafe cast to integrate with other infrastructure components, most of which require EffectiveModelContext.
