Remove DOMRpcRouterServices

DOMRpcRouterServices provides access to DOMRpcRouter component services. This is a remnant of when we used Blueprint, which required use of interfaces.
Now that we are using SCR, we can wire directly the implementation class, eliminating a JPMS warning in the process of doing so.
