Description

mdsal-dom-broker is hosting both AbstractDOMDataBroker and SerializedDOMDataBroker. Controller has another copy of AbstractDOMDataBroker, named AbstractDOMBroker, which has some extended functionality.

Adopt the changes from controller and move AbstractDOMDataBroker to mdsal-dom-spi, so it can be picked up by controller.
