OpenApi: Missing "data" path for POST requests

      We are missing POST request to top element containers, for example:

      POST http://127.0.0.1:8181/rests/data

      {
    "network-topology": {}
}

      Try to work on latest changes for NETCONF-1054, NETCONF-1057 and NETCONF-1071 and fix it.
