Enforce base64 encoding for netconf-keystore

Enforce base64 encoding for of all leafs that are claiming its their type by YANG string type pattern. Analyze RPCs which can be used to create such data, realize that we want to allow user to use plain strings in RPC payloads and adapt payloads YANG definition accordingly.
