OpenDaylight RESTCONF XML selects wrong YANG model for southbound NETCONF

After mounting a Cisco IOS XR device and attempting to configure L2VPN using a POST to http://localhost:8181/restconf/config/network-topology:network-topology/topology/topology-netconf/node/asr9k1/yang-ext:mount with a body of:

<l2vpn xmlns="http://cisco.com/ns/yang/Cisco-IOS-XR-l2vpn-cfg">
</l2vpn>

ODL attempts to access Cisco-IOS-XR-l2vpn-oper instead of Cisco-IOS-XR-l2vpn-cfg.

this doesn't occur when doing a PUT to ...yang-ext:mount/Cisco-IOS-XR-l2vpn-cfg:l2vpn, or when using JSON instead of XML as the payload.
