Fix bugs of new Restconf 11 implementation

Problems
1. not possible to cal GET method because it asks for / at the beginning of identifier
2. NullPointerException when trying to receive data with GET operation and data does not exists in operational but exists in config (and vice versa)
3. when data does not exists in config nor in operational error 404 should be returned (not NullPointerException)
