Supported modules retrieval as xml

According to https://tools.ietf.org/html/draft-ietf-netconf-restconf-11#appendix-D.1.2 GET request on /restconf/data/ietf-yang-library:modules should return response from module ietf-yang-library:

<modules xmlns="urn:ietf:params:xml:ns:yang:ietf-yang-library">
...
</modules>

In ODL Restconf when I set Accept header to application/yang.data+xml it returns response from module "ietf-restconf".

<modules xmlns="urn:ietf:params:xml:ns:yang:ietf-restconf">
...
</modules>
