    Description

      Problem - In current implementation, NetconfDeviceCommunicator  and related classes are inside "netconf-topology-impl" which  prevents horizontal scaling of NetconfDeviceCommunicator.

      Solution - NetconfDeviceCommunicator  and related classes can be clubbed in one module and  create a new feature for the same. In this way, another DeviceCommunicator implementation can be implemented.
