Reject consecutive slashes in RFC8040 URLs

As a convenience extension we allow treating consecutive slash characters as a single slash. This can be controlled via org.opendaylight.restconf.url.consecutive-slashes property. Switch the default to 'reject', so that we are RFC8040-compliant.
