Subtree filter in netconf has to serialize and then deserialize the whole xml content in order to fix namespaces

Xml constructed in netconf server "probably" does not contain correct namespaces when in DOM format (namespace inheritance does not work in DOM xml apis). Fix construction of DOM nodes to always include namespace.
