IPV6 Internet L3VPN / fix with extraroute

It seems a part of the code has been moved under if (extraRoute)
condition), and I don't see the point in doing this.

>>> Yes, the block of code SHOULD NOT be within the if(extraRoute) condition. This is because, the vpnInterface Op entry should be deleted irrespective of whether an extra route is created or not. So, please move this block out of the if condition, like It was originally.
