when detach subnet from router table-21 flows are not removed.

Steps to reproduce the issue:

Create 2 networks
Create a router and add the interfaces for the networks.
Check the dump flows.
Detach subnet from router.

Observation:

When Detach subnet from router, the table-21 flows are not removed from the dump-flows.
