Configuration RSP not removed on delete RSP rpc

    Description

      When invoking the delete RSP rpc, the RSP is removed from operation but not from configuration.

      Afterwards, if you delete the SFP, the config RSPs are not removed either as they are no longer in the SFP state from which where removed on the previous rpc invocation.
