Retain Elected Napt Switch After Upgrade for SNAT(retain-napt-switch-after-upgrade-for-snat)

This feature attempts to retain the earlier elected Napt-Switch for a given Router(VRF) before
upgrade as Napt-Switch even after the upgrade of OpenDaylight Controller.
