Utilize upgrade CSIT to zero out environments to speed up tests?

The idea here is that perhaps it would be easier to clear all openstack configuration and then wipe ODL config and OVS config than restacking. Not sure there is anywhere this makes sense but the idea came up and figured it was worth recording.
